Pasting from windows -> Linux is broken?

Trying to paste with left shift + Insert, or left CTRL + V does not work on the client (Linux). Server is a Win7 machine. I turned on debug and I see that I do get the down/up messages, I reverted back to 1.3.6 and things work again.

Right_Shift-Insert broken Left_Ctrl-V broken

Left_Shift-Insert works Middle_mouse_btn works

I cannot paste from Windows7 to Linux either.
